      • Mr. Policeman, i don`t even know you but like you, i want to become a cadet,
i don`t know if i belong to the chosen few or the best like you.
But i have 1 year to prepare. In fact, it is nonsense to talk with you,
because for you are an officer, and i am just a dreamer. I don`t know
if i will be able to pass all of the requirements especially the CAT. But
i am telling you now "I will become a cadet, certainly!" if it is not next year, but i still have 4 chance
to be one of the best. There is no impossible if there is a will.

        PNPA HISTORY
Few years back, policemen were hired almost purely on the basis of personal relations with influential politicians. Entry to to a police service required no stringent standards, no proper training , no consistent promotional policies, and most of all, no code of conduct. City and municipal police forces were simply hired, sworn in, and issued weapons. Despite their lack of knowledge regarding police system, they were given the responsibility of safeguarding the security and welfare of the community.
On September 06, 1996, the Philippine National Police System achieved substantial improvement with the passing of R.A. 4684, otherwise known as the Police Act of 1996. The said law provided for the establishment of the Police commission (later renamed national police Commission). It also integrated a uniformed system of the basis and specialized police training.
The policing system, however, proved ineffective then due to unscrupulous politicians who utilized policemen for personal gains and for more power and authority. this problem prompted former President Ferdinand E. marcos to put into effect P.D. No. 765 which consist the Integrated national police or INP on August 08, 1975. the said decree formally unified the police, fire and jail services. The National Police Commission's responsibility of training INP personnel was transferred to the Integrated Ntional Police Training Command (INPTC) on July 01, 1976, which provided for the creation of the Philippine Natioanl Police Academy (PNPA).
After the promulgation of P.D. No. 1884, then Chief of Constabulary and concurrent Director General of the INP, Maj. Gen. Fidel V. Ramos, formed a committee to prepare the correspnding feasibility study and all other prerequisites for the activation of the envisioned Police Academy.
Finally, in february 1978, General Ramos recommended to Secretary Juan Ponce Enrile, then secretary of National Defense, the activation of DND Order No. 83 on 1978.
