This is a colloquial term used to describe and insult someone who is being particularly idiotic. Usage of this word is not encouraged, since it is impolite even by literal standards. It is commonly used by street biker gangs called YANKEES, composed mostly of juvenile delinquent males who sport modified school uniforms and Elvis Presley hair (i.e. Kuwabara of yu Yu Hakusho).
